Deborah M. Phillips
After attending Syracuse University and Arizona State University, Deborah graduated cum laude from State University of New York at Buffalo. After graduating from Lewis and Clark law school in 1983, she joined the long established Hood River law firm of Parker, Abraham, Bowe, Jaques & Blakely in 1983. Deborah served as Hood River city attorney from 1986 to 1995, and White Salmon City Attorney from 1995 to 2005 and continued to represent municipal and quasi-municipal clients as well as corporations and other individuals and entities until her retirement in 2023.
Deborah is an avid cyclist, cross-country and alpine skier, hiker, and yoga practitioner.
Ronald Reynier Jr.
Ron has a B.A. in Economics from Bucknell University and received his Juris Doctorate from Lewis and Clark Law School in 1985. He splits his time between his private clients through Phillips, Reynier, Sumerfield & Cline and his position as the District Court Judge for Skamania County, Washington. He also serves there as the Superior Court Commissioner and an arbitrator. His private clients include the City of White Salmon, and his work emphasizes plaintiff personal injury litigation, insurance law, and real estate work.
Ron lives in Washington with his family, and is a long-time kayaker, surfer, and climber.
William H. Sumerfield
Bill graduated from Augustana College in 1982 and from the University of Puget Sound School of Law in 1985. Bill’s practice focuses on real estate; corporate and business law, litigation, and transactions; general civil litigation; personal injury; and estate planning. He is admitted to practice before the state and federal courts in Oregon (admitted 1989) and Washington (admitted 1985), and serves as an arbitrator on the court-annexed arbitration panels in both Oregon and Washington. Bill serves as the chair of the Local Professional Responsibility Committee, which assists the Bar Association in investigating ethical complaints against lawyers.
Bill is married with two children and enjoys skiing, sailing, surfing, and windsurfing. He serves on the board of various non-profit entities, most recently the Mosier Community School Board and the Hood River Valley Swim Team. Bill is also a licensed pilot and competes in Masters swimming events.
Julie L. Cline
Julie joined Phillips Reynier & Sumerfield in 2007. She graduated with Order of the Coif honors from the University of Oregon School Of Law in 2005. After law school, Julie served as a judicial clerk for the Honorable Darleen Ortega of the Oregon Court of Appeals. Julie also has a Masters in Social Work from Arizona State University. Julie’s practice includes family law, elder law, and estate planning.
Julie lives with her husband in Stevenson, Washington, and during her free time can be found hiking with her dogs and gardening.
Meredith J. Smith
Meredith J. Smith, Attorney at Law, joined Phillips Reynier Sumerfield & Cline in 2024, although she has practiced in the Gorge since 2018. She primarily practices family law, property and land use law, business law, small estate planning, and sports law.
Meredith is a graduate of the University of Oregon School of Law, with a Bachelor’s Degree in Exercise Science from Willamette University. She was raised in Astoria, Oregon, and has spent most of her life living near or traveling to the ocean. She loves to surf, rock climb, snow board, and scuba dive. In their spare time, she and her husband enjoy exploring the abundance of outdoor activities that the Gorge has to offer.
Renee Webb
Renee serves the firm as office manager and legal assistant. Renee lived in Corvallis, Oregon for nearly her entire life until she moved to the Gorge in 1996. In 1998, she began working as a legal assistant for Phillips Reynier & Sumerfield, LLP. Renee has a B.S. in Business Management from Oregon State University.
Renee lives in Hood River with her husband, Greg Webb, and her daughter, Kylie. Her son, Connor, attends Seattle University in Seattle, Washington.
Jenny Joseph
With a background in real estate, Jenny comes to Phillips Reynier Sumerfield & Cline as office manager and legal assistant, focusing on supporting the attorneys and their clients. A native Oregonian and graduate of Willamette University, she enjoys the abundance of nature the Gorge offers as well as shooting hoops with her daughters.
Deya Shapiro
Deya serves as a legal assistant, bringing over five years of experience as an executive assistant in the health tech and financial sectors. A graduate of the University of Texas at Austin, Deya earned her BBA in finance. She is also the owner of a red light therapy business. She is passionate about music and enjoys playing piano and percussion with the Gorge Orchestra, as well as keys with a local band. Whether she’s performing or supporting clients, Deya is dedicated to making a positive impact in her community.
